Being an Israel company could be seen as a negative with recent news.
Securing deals and agreements currently outside the U.S. could keep potential investors away.
Being a more recent company means the companies products are not as widely used and currently do not have positive revenue.
If RVSN plays their cards right, they could be a massive player bringing AI safety to the railroad system which especially in the U.S. would be huge given the railroad systems here are "Lacking" in the safety and maintenance department shown by recent derailments and whistle blowers.
